This is when a trained shop service circuit breaker technician can assist the service company with specialized techniques and in depth knowledge of the various reasons a circuit breaker jams or the mechanism will not open/close when charged.

Most power engineers and electricians understand the bases on how to mechanically troubleshoot a circuit breaker when an unexpected failure occurs on site but once general procedures do not work, the scheduled outage is now an emergency shutdown.
